[PVE-User] Unable to create new VM's

I am trying to create a new OpenVZ container through the web interface. I
get an unable to get it to work. The error message thrown by the web
interface is "unable to apply VM settings - "

Here is the command issued:

/usr/bin/ssh -n -o BatchMode=yes 216.146.96.77 /usr/bin/pvectl vzcreate 116
--disk 8 --ostemplate ubuntu-8.04-x86.tar.gz --hostname
radio.rocky.edu--nameserver
216.146.96.9 --nameserver 216.146.96.7 --searchdomain rocky.edu --onboot yes
--userpasswd root:password --ipset 127.0.0.1 --swap 512 --mem 512 --cpus 1
unable to create VE 116: Can't mount: /var/lib/vz/root/116
/var/lib/vz/private/116: No such file or directory

What is going on here and how I can I fix it?
