i found an interessant article:

with libvirt, vm is started with max memory, and directly reduce to current_memory.
I don't think it's possible just with the qemu launch command.

so,
launch vm with memory to max host memory : 64GB by exemple, 
and just after vm launch, launch qemu monitor command to reduce memory to 2GB by exemple.

But i don't know what happen if guest vm don't have balloon device driver (maybe it will take all the memory, can be dangerous....)

I start to believe that we should add the ballooning device by default to have memory hotplug.
