Yes, but what's is the drives order ?
pci slots order ?
maybe this is the order of the "info block" monitor command result?

I think it is the first drive able to create snapshots. 

They simply do a stupid loop in block.c: 

BlockDriverState *bdrv_snapshots(void) 
{ 
BlockDriverState *bs; 

if (bs_snapshots) { 
return bs_snapshots; 
} 

bs = NULL; 
while ((bs = bdrv_next(bs))) { 
if (bdrv_can_snapshot(bs)) { 
bs_snapshots = bs; 
return bs; 
} 
} 
return NULL; 
}
