Correct.

The channel is officially maintained by the TurnKey Linux project. Only
the core developers have write access to the channel, and the ability to
cryptographically sign releases.

The patch has been tested with PVE 1.9, and works with PVE's official
channel seamlessly - no changes needed. The patch was made against the
latest pve-manager available on git.proxmox.com.
