[pve-devel] Be sure to have the bridge up

I think we should simply fail instead. 

Note: we always wtite /etc/network/interface.new, and only commit
those changes on reboot. So I do not really see the use case for that patch?

If an advanced admin want to activate a bridge he can simply do an 'ifup'?
