To me storage migration means move a VM's  from one backend
to another. Eg

Storages: NAS1(LVM), NAS2(LVM), NFS1
virtio0: NAS1:vm-117-disk-1,cache=writeback,size=4G

Migration could then be:
NAS1:vm-117-disk-1 -> NAS2:vm-117-disk-1
or
NAS1:vm-117-disk-1 -> NFS1:vm-117-disk-1

For running instances the migration must be able to handle online
migration while none running instances can be handled as an offline
migration.

This is more like a backup/restore thing which is perfectly handled in
the current setup.
