Yes, exactly, in this case, no neep arp in this case.

2 possibility
---------------

1) you setup 255.225.255.255 netmask for guest, and gateway is himself. 

2) you setup the real netmask for guest (/30 for example), 
so in this case the proxmox host should have an ip in the /30  and guest use this ip as gateway.

All hetzner/ovh configuration I saw so far have routing information for those 
addresses, so we can extract network/netmask from there?
