[pve-devel] pve-manager : spiceproxy : forbid port 65535

This is needed for seamless migration.

seamless migration have a bug, if no "port" is defined, the client is trying to connect to port 65535 without tls first,
then the tls port.

This can give us timeouts, as they are retry.

We just need to block this port.

(Maybe we could block alls others ports not in proxmox spice range)
