[pve-devel] qemu nat mode and rate limiting ?

So, I think that in pve-manager, we should move the rate limiting field form, under the bridge vlan field.
So it'll be disabled if we choose Nat.

Currently I think it's confusing, as user can think that rate limit work with nat.

No, it does not work currently.
