exactly, memory is the upper limit (if balloon is enabled) and ballon is 
the 'target' usage of the vm, with 0 to disable ballooning

this is mentioned in the man page of qm/qm.conf under balloon/memory

also in the qm manpage under 'Memory' there is a more detailed
description of the autoballooning
