[PVE-User] "fairsched" still in use with virtio guests in 1.4 (and slowness happen)

Hi,

"fairsched" was supposed to be not used with guests using virtio, as it 
causes guest "slowness".

This is partially the case - "-cpuunits" option is no longer applied.


Today, to some surprise, I noticed that some of my virtio guests are 
again slow, with the usual symptoms (1000ms replies to pings etc.).


Looking at /proc/fairsched and /proc/fairsched2 shows that if 
"-cpuuints" option is not given, a default weight of 500 is still 
applied to the guests.
Which is not good, as it causes the "slowness".
