[cut]
I have tried to change boot order from:
root at pve:~# qm config 100
        bootdisk: ide0
        cores: 1
        ide0: local:100/vm-100-disk-1.vmdk,format=vmdk,size=32G
        ide2: cdrom,media=cdrom
        memory: 3072
        name: ESP-MOXA
        net0: virtio=32:1E:AD:5D:08:25,bridge=vmbr0
        ostype: wxp
        sockets: 1
        vga: vmware

...to make it use cdrom first:
root at pve:~# qm set 100 -boot dc
root at pve:~# qm config 100
        boot: dc
        bootdisk: ide0
        cores: 1
        ide0: local:100/vm-100-disk-1.vmdk,format=vmdk,size=32G
        ide2: cdrom,media=cdrom
        memory: 3072
        name: ESP-MOXA
        net0: virtio=32:1E:AD:5D:08:25,bridge=vmbr0
        ostype: wxp
        sockets: 1
        vga: vmware

...but that didn't help. I still keep getting error:
        Booting from DVD/CD
Boot failed: Could not read from CDROM (code 0004)
