You should update to PVE 2.3 (apt-get update; apt-get upgrade), then 
follow instructions to upgrade from 2.3 to 3.0:

as soon as you run 3.x, do not forget to configure one of the new repositories, see:
http://pve.proxmox.com/wiki/Package_repositories
