[PVE-User] Upgrade from new ISO CD

Hi,

There is no documentation for offline upgrade by using the ISO - use apt for upgrading. I see you have limited internet access in Cuba - still via SAT only?

But you will find all deb packages in the ISO (/proxmox/packages/...)
