[PVE-User] CentOs 7 KVM Server Refused to Allocate PTY

I am trying to use a CentOS 7 install on KVM in ProxMox 4 for running
cPanel. I successfully installed and updated the minimal version of
CentOs 7, and it works via Console, but if I try and SSH to it, it gives
me the error:

"Server refused to allocate PTY".

CentOS 7 no longer has the MAKEDEV utility, and if I disable psuedo
terminal in putty, it just hangs and never logs in after entering the
password. Any ideas?
