[PVE-User] Console keyboard layout

Hi

Is it possible to change Console keyboard layout?

My Windows 2012R2 server is set to Estonian (language, locale, keyboard 
etc) and my own machine keyboard is Estonian as well - i cannot enter 
different characters - they are at wrong place.
If I change my own keyboard to English, then it works fine.

On screen keyboard show correctly my letters and positions and when I 
click them, correct character appears.

Havent tried RDP, yet, but annoying bug.
