If you have launched pveperf when your server was already busy, 
that mean that you already use your disk at 100%

without any raid cache, you should have around 150FSYNC/S pour 7200rpm disk

look at "#iostat -x"

Your fsyncs per second are brutal, and Proxmox needs high fsyncs. I 
would start there.
