[PVE-User] link down still produces MAC

Hi

I set some interfaces on my KVM to link_down, but they still produced 
MAC address to network and therefore connectivity failed as some servers 
started to use new MAC address, but the IP on it did not reply, so I 
lost connection to web service.

Is that normal? Shouldn't it be that link_down kills ARP requests as 
well on that tap device to VM? Is it even possible?
