For PVE itself, no.
If you want to do this, you can create a custom Debian ISO which includes 
ZFS on Linux from Proxmox - or you do everything with a rescue ISO and use 
SSH and Debootstrap to install everything. After that you can create a 
script which executes all your steps.

Keep in mind: Proxmox Installer ISO is only fast method to install the 
system on a server. Complex scenarios has to be done manually.
