[PVE-User] Proxmox Ceph Cluster and osd_target_memory

No in-place way to convert between but you can set one drive at a time to "out" to migrate data away, then to "off" and destroy.
Then remove the OSD and recreate with filestore. Let it sync and once finished, do the next drive.
