mmm, what you need is nested virtualisation.

I'm not sure it's work by default without tuning

you can try to use "host" as cpu model.

I met one interesting problem when using these. out of this topic, 
just found this when testing ceph cluster. 
ALL clusters of my testing ceph and PVE are installed in PVE, all of 
them are VMs. So there are two layer PVEs in my environment. The lower 
layer physical PVE and the upper layer virtual PVE. The Ceph clusters 
are all VMs in the upper layers. 
When I create one new VM in the upper virtual PVE and run it, there is 
one error "TASK ERROR: No accelerator found!" 
Is the "Intel VT " not supported by the upper virtual PVE, only 
supported by the last layer physical PVE? no instructions transmit?
