I had success in running Proxmox inside VM, via virt-manager.
For that, I had the kvm_intel module loded with the option 
*kvm_intel.nested=1*.

It was Debian SID on the host, so perhaps the Proxmox kvm module is not 
supporting it ?
Seems it's not there in 2.6.32 kernel :
