[PVE-User] missing options

Hello list,

I have two install (3.4) on the same hardware (HP DL360-g6).

One install has the options for spice hardware and "datacenter" has a
tab for firewall.

The other one is missing the firewall tab and has no options for spice.

Anyone a hint?
