I'm using 5.2, gave user  path / and see the summary page OK now.

Hmm, cannot reproduce this here.
When I add a new user an give him the PVEAuditor permission on the root
path / (with propagate on), and then login in a new browser session I
can see the DC/Summary page with all it's elements just fine.

Are you sure you added the correct user (or it's group) permissions?

Or are you using an older version of PVE? I just tested on 5.2.
